In the future, terrorism has become commonplace in Japan and the police almost act as brutally as the criminals. One of the members of the elite security force known as Angel, is the best and will stop at nothing in the fight for justice. For Angel and his life partner, Raiden, it begins to investigate a series of murders in which the victims were known criminals and were killed in very unpleasant ways. The three killers, known as the Hunters, are a group of psychologists who have united to hunt down the city's lowest scum and bring them to trial. Will Angel be able to stop the Hunters?
